Since the turn of the year, domestic agriculture has been facing the biggest “” agricultural revolution “” since joining the EU. The new rules on the common EU agricultural policy (CAP) will be implemented step by step by 2019. There are changes in the distribution, especially in the first pillar of the CAP, direct payments. “” Means migrate from arable farming to grassland, “explains LK General Secretary August Astl.

There are large shifts according to regions and operating modes, and in total the mountain areas “win” in contrast to the favored regions. The reason is the EU goal of standardizing direct payments across Europe. It is now necessary for Austria to introduce an area model instead of the historical single farm payment by 2019.

The General Secretary of the Chamber of Agriculture also stated that direct payments would migrate from more intensive farms on average to more extensive farms – in relation to the area. And this is done in order to cushion the far-reaching changes towards the area model, in which all areas are to be promoted equally across Europe, step by step from 2015 until 2020. The performance payments are aimed at areas and no longer on production, says Astl.

No survey chaos

All existing area premiums (payment entitlements) lose their validity at the end of the year. Instead, new payment entitlements are allocated on the basis of the areas eligible for aid from 2015 for extensively managed grassland areas. Extensive grassland areas such as alpine pastures or pastures are calculated using the new compaction model – payment claims are made for one fifth of the areas; in this way, the years of surveying chaos that existed on alpine pastures should not come back. The consolidation model has already been adopted as part of an amendment to the Market Organization Act.

The basic premium (from a farm size of at least 1.5 hectares) for the area premium is 67 percent (from the EU) or 323 euros per hectare, plus greening premiums in the form of a surcharge of around 45 percent – the sum of both proportions then comparable with the current payments. In 2019, the basic premium is expected to be 195 euros per hectare and the greening premium around 89 euros per hectare – so that comes to just under 285 euros per hectare. In 2015 there are still 297 euros base and 136 euros greening premium per hectare.

Lots of funds secured

In contrast, in the second pillar of the CAP – the rural developments that are particularly valued in this country – Austria has secured a relatively large amount of EU funds. Thanks to the duplication by the federal and state governments, almost the same amount of funds are available as in the previous EU budget period. Here Astl emphasized that compared to the previous period there was more money for social projects, but also for example for producer or marketing associations. More goes into organic farming, while arable farming gets a little less.

Overall, “” a good compromise has been achieved in the necessary reforms, “” said Astl, “” primarily through transitional rules “” for a total of around 175,000 agricultural and forestry operations, 56 percent of which are part-time jobs. Incidentally, the average area is 19.5 hectares and 90 percent of the area takes part in the ÖPUL agri-environmental program. Each year, the first pillar flows in EUR 693 million (3.8 percent less than in the previous period) and the second pillar EUR 563 million (minus 2.2 percent) – EUR 7.7 billion in the entire period (since 2014). The EU / Austria co-financing is fifty-fifty.

The big spectacles usually come to the cinema at the end of the year, while the Oscar candidates are allowed to pay their respects at the beginning: On January 1st, the whistleblower documentary “Citizenfour” about Edward Snowden started, on January 23rd the will come Code breaker thriller “” The Imitation Game “” with Benedict Cumberbatch and “” Force Majeure “” by Ruben Östlund, on January 30th the tragic comedy “” Birdman “” with Michael Keaton and on February 5th the wrestling drama “” Foxcatcher “” with Steve Carrell.

Sights from Austria

With “” Jurassic World “” (June 11th) the fourth part of the dinosaur park saga, of “” Paranormal Activity “” (March 12th) and “” Terminator “” (July 9th) – the latter with Arnold Schwarzenegger – are coming the fifth parts to the cinema (as well as the “” Mission Impossible “” sequel filmed in Vienna, which starts in January 2016), and “” Fast Furious “” (April 2nd) and “” Star Wars “” (December 17th) are (without spin-offs) already in part seven.

This series could be continued indefinitely: “” Taken 3 “” (January 8th), “” Ted 2 “”, “” Magic Mike XXL “”, “” SpongeBob SquarePants 2 “”, “” Kung Fu Panda 3 “” – Originality doesn’t seem to be the order of the day in Hollywood. The fact that the “” Avengers “” will return on April 30th and the “” Mad Max “” series will be continued on May 15th after 30 years fits into the picture; just like the German counterparts with “” Fünf Freunde 4 “” (January 30th) or “” Fack ju Göhte 2 “” (September 11th).

Joyful alternatives to mass sequels

Ultimately, however, you don’t have to paint too black, because there are still alternatives – and some with Austrian references: In Tim Burton’s “” Big Eyes “” (April 24), Oscar winner Christoph Waltz plays the painter Walter Keane and could get another Golden Globe for this on January 11th, and the Klimt restitution film “Woman in Gold” with Helen Mirren as Maria Altmann is scheduled for April (at least in the USA). And already in February there are new films by Michael Mann (“” Blackhat “”), Paul Thomas Anderson (“” Inherent Vice “”) and Clint Eastwood (“” The Sniper “”).

Fantasy, adventure and children

Starpower also promises some other programmed hits: for example the children’s musical “” Annie “” (January 16) with Cameron Diaz and Jamie Foxx, the fantasy films “” Into the Woods “” (February 19) with Meryl Streep and “” The Seventh Son “” (March 12) with Julianne Moore, the fairy tale “” Cinderella “” (March 12) with Cate Blanchett, the sci-fi films “” Chappie “” (March 6) with Hugh Jackman and “” Tomorrowland “” (May 28) with George Clooney and the adventure film “” Everest “” (September 17) with Jake Gyllenhaal and Josh Brolin.

Little exciting in comedy

In the comedy sector, apart from “” The Interview “”, 2015 is not expected to be very exciting. The action slam “” Kingsman: The Secret Service “” (February 27) brings together Michael Caine, Colin Firth and Samuel L. Jackson, Matthias Schweighöfer becomes “” The Nanny “” (March 27), Will Ferrell intervenes “” Get Hard “” (April 24th) raised racist clichés, Judd Apatow cast Daniel Radcliffe for “” Train Wreck “” (August 27th), and Robert De starred in “” The Intern “” (September 25th) Niro and Anne Hathaway in front of the camera.

Nice year for animation fans

But animation fans could get their money’s worth in 2015: “” Asterix – In the Land of the Gods “” kicks off (February 27th), followed by the cinema adaptation of “” Shaun the Sheep “” on March 20th, and on July 2nd “” Minions “” in action before Pixar packs a girl’s emotions into characters with “” Inside Out “” (October 1st). The classics “” The Little Prince “” and “” The Peanuts “” will be released on October 16 and December 4, respectively – only the remake of “” Jungle Book “” will appear as a real film on November 12.

The best comes last

At the end of the day, there are still those films that are capable of triggering a veritable hype: These certainly include the bestseller adaptation “” Fifty Shades of Gray “” (February 12) and the 24th Bond film “” Specter “” (6. November), which is partly shot in Austria. “” Mockingjay, Part 2 “” (November 20th), the conclusion of the “” Hunger Games “series, has to meet the highest expectations. When the power awakens in December, the field will have to be left to the “” Star Wars “” disciples anyway.
